Documents Needed for a Successful GBP Appeal

Documentation quality decides most appeals. Not the wording, not the timing, not how politely you explain yourself.

That is worth internalising before you gather anything, because it changes where you spend your effort.

Start with what Google actually names

There is a large amount of confident, contradictory advice about GBP evidence. Google publishes its own list, which makes most of the argument unnecessary. Their documentation names:

  • Official business registration
  • A business licence
  • Tax certificates
  • Utility bills for the business: electricity, phone, water, internet

Alongside one instruction that governs all of it: “check that the business name and address match the profile you want to make an appeal for.” (Google Business Profile Help)

Note the third and fourth items, because a lot of published guidance, including an earlier version of this article, told people phone bills do not count. Google lists them. What is true is that a bill tied to the physical premises, the electricity supply, the water account, a fixed line, evidences occupation of a location more convincingly than a mobile contract that follows a person around. Both are acceptable. One is stronger.

The match has to be exact

“Smith Plumbing & Heating” on the profile and “Smith Plumbing LLC” on the state filing is a failed check. Not a judgement call, a mismatch.

Same for a suite number present on the licence and missing from the profile, an abbreviated street type, or a trading name that never made it onto the registration. Character for character is the standard, and it is the most common reason a well-intentioned appeal gets refused.

Put the profile and the document side by side and read them against each other one field at a time before you submit anything.

The 60 minute rule

This is where prepared documents get wasted.

After you submit an appeal, Google may offer a linked form for evidence. The documentation is specific: “Once you open the evidence form, you must submit it within 60 minutes or it won’t be attached to your appeal.” (Google Business Profile Help)

Open the form and then go looking for a utility bill, and the window can close while you are still searching. The appeal is judged with nothing attached, refused as an unsupported claim, and the refusal reads exactly like every other refusal. Nothing tells you the evidence never arrived.

Everything scanned, named and on the desktop before the form opens. That is the whole discipline.

Documents worth having ready

Business registration or licence. A PDF straight from your Secretary of State portal is ideal: legible, current, obviously official. A scan of your Articles of Incorporation works too. Check the status is active.

Tax documents. Federal paperwork carries weight because it is hard to fake. The IRS CP 575 is the confirmation letter issued when you got your EIN. If it has been lost, the IRS will issue a 147C as a replacement. A state sales tax permit often shows the physical location cleanly.

You do not need to send a full tax return. The page showing the business name and address is enough, and sending more means redacting more.

Utility bill. Recent, showing the service address rather than a mailing address or a PO box, ideally in the business name. Google does not publish a maximum age. As a working rule we treat anything older than about 90 days as weak, because a stale bill does not evidence current occupation.

Photographs. For a storefront, permanent signage shot from street distance and again close up. For a service area business, permanently branded vehicles and the tools of the trade. Banners, temporary signs and printed A4 taped inside a window do not read as permanence.

Preparing the files

Legibility does more work than volume. A crisp phone photograph of a licence beats a skewed, low-resolution scan every time.

Keep the whole page in frame, including headers, footers and issue dates, since those establish the document is real and current. Redact account numbers and payment details if you want to, but never the business name, the address or the date. Those are the three things being checked.

If you have a stack of files, a single ZIP is easier for a reviewer than a scatter of attachments.

Where different business types get stuck

Service area businesses cannot lean on storefront photographs, so the burden shifts onto registration, tax documents and branded vehicles. This is also the category most likely to be pushed towards video verification.

Home-based businesses face the hardest version, because a utility bill in a personal name at a residential address is exactly the pattern the system distrusts. Registration and tax documents have to carry the case, and correctly hiding the address in the profile settings matters as much as the paperwork does.

Franchise locations need the franchisee entity documents for that specific location, not the parent brand’s. A corporate registration for a national chain does not evidence that this particular address is legitimately operating.

What this looks like when it works

About three quarters of the businesses we take on have already lost an appeal on their own, and in most of those the evidence was the problem rather than the argument.

We audit the profile against the documents, find the mismatch, then hand over a specific list: these documents, this format, these changes to your website and profile before anything is submitted. When it is ready we get on a short call, usually about 15 minutes, and walk you through submitting from your own account with the files already prepared.

Where documentation is right first time, cases typically come back within 24 to 72 hours. Of the 234 reinstatements we have supervised since early 2025, four never came back, and in every one of those the documents simply did not exist in a form that could match the profile.

Before you open the appeals tool

  • Registration or licence, active, saved as a legible PDF
  • Recent utility bill showing the service address, matching the profile
  • Tax document, CP 575 or 147C, if a licence does not fully cover you
  • Signage photographs, or branded vehicle shots for a service area business
  • Profile name, address and phone checked character for character against all of it
  • Every file named and sitting on your desktop before the form opens

If the documents genuinely do not exist in a matching form, more appeals will not solve it, and that is worth knowing early rather than after three refusals. A free audit will tell you which document is the weak link.
